Business Environment Reform

State Inspections

We are implementing reforms to make the work of the inspectors more transparent and decrease the burden on companies to comply with control requirements. For this, we plan to:

  • consolidate the control bodies and reduce their number
  • connect them to the unified state registry of controls where all controls will be entered
  • publish an annual plan of controls
  • select companies for controls using risk-based methodology
  • improve the access of companies to information about control requirements

Obtaining a permit

We are implementing reforms to simplify and accelerate the process for obtaining the different kinds of permits. For this, we plan to:

  • Decrease the number of permits companies need to run their business activities
  • Make it easier to get access to information and necessary forms at servicii.gov.md.
  • Reduce the number of steps and paperwork to get a permit
  • Make it possible to request a permit online
  • Establish dedicated one-stop-shops for permits

Trading across borders

We are implementing reforms to speed up the transition of imports and exports across the Moldovan border. For this, we plan to:

  • Increase the use of e-services for submitting import declarations (following the successful almost 100% use of export e-declarations by companies).
  • Simplify the transition of goods across the border, by increasing the use of the so called “green corridor” which does not require additional checks of the goods at the border.
  • Simplify the regional structure of the customs office, to improve the delivery of services for companies

Paying taxes

We are implementing reforms to decrease the time and cost for companies to pay the taxes. For this, we plan to:

  • Increase the use of online services to pay taxes (for companies from 5+ employees)
  • Send the VAT returns to companies faster
