Central Public Administration Reform

More efficient and transparent public institutions

We are implementing reforms to increase the efficiency and effectiveness of public institutions and transparency of public procurement. For this, we plan to:

  • Rationalize the public institutions, to make them more effective in delivering public policies and services
  • Increase the share of the public procurement conducted online to 80% by 2020
  • Increase the transparency of public procurement by making the information on procurement not only available but also more accessible (e.g. through Open Contracting Platform)

Modern and accessible public services

We are implementing reforms to modernize the public services. For this, we plan to:

  • Increase the number of services available online
  • Re-engineer several public services (decrease the number of steps and make them easier to apply for)
  • Make them easier to use and apply for, paying close attention to the disadvantaged users
  • Keep on increasing the quality of over-the-counter services
